But for many individuals, particularly in situations where incarceration is not required or following release, accountability alone may not address the personal and environmental factors that contributed to their behavior.

People arrive in the justice system through very different circumstances. Family environment, relationships, financial pressures, substance use, impulsivity, anger, fear, social influences, previous experiences, and patterns of decision-making can all play different roles for different individuals.
